A two-year ban will now be imposed on overseas players who withdraw from the IPL without good cause after being purchased at auction. Apart from that, the highest retention price (INR 18 crore, or roughly US$ 2.1 million) and the highest auction price in the mega auction will be the lowest for foreign players in a small auction.
During their meeting with the IPL governing council in July, all ten IPL teams requested action against players who opt out after being purchased at auction. The franchisees requested that the IPL implement significant deterrents because they were unhappy with how late withdrawals had disrupted their plans.
The IPL started in a document that was distributed to franchises outlining the rules for retention that “any [overseas] player who registers for [an] auction and, after getting picked at the auction, makes himself unavailable before the start of the season will get banned from participating in the IPL/IPL auction for two seasons.
“Maximum fee” for international participants in mini auctions
The teams’ proposal to require international players to register for mega auctions has also been approved by the IPL. They contended that by doing this, players and their representatives would be able to attempt to make significant profits at the mini auctions when teams are typically prepared to part with enormous sums of money to fill specialized roster gaps.
This was demonstrated at the most recent IPL auction. To sign Mitchell Starc and Pat Cummins, respectively, the Kolkata Knight Riders (KKR), who would go on to win the 2024 Indian Premier League, and Sunrisers Hyderabad (SRH), who finished second, broke auction records.
Early in the bidding phase, Cummins was sold for an auction-high INR 20.50 crore (US$2.47 million approximately at the time). Later, Starc went to KKR for INR 24.75 crore (US$2.98 million approximately) to create a new record.
That’s why the IPL has come up with two strategies. First, if a player from abroad does not register for the previous mega-auction, he will not be permitted to register for a mini-auction. “Every player from abroad must register for the main auction. The player must miss the next little auction if he doesn’t register. This only applies if the player’s home board verifies a medical condition or injury before the major auction.”
Additionally, the Indian Premier League (IPL) has chosen to charge foreign players at mini auctions a “maximum fee.” INR 18 crore will be the cap if the major auction’s highest auction price reaches INR 20 crore.

Currently, the player will be up for auction as usual until they are sold; at this point, the auction purse will be debited with the winning bid. Depending on the situation, the extra money over INR 16 or 18 crore will be deposited with BCCI. The additional cash deposited with BCCI would support the players’ welfare.”
