On Sunday, Telangana Government has issued an ordinance to offer 100% subsidized financial assistance of Rs 1 lakh to eligible minority candidates. The nature of financial support that will be provided to the minorities will be similar to financial assistance given to the lower classes. In a statement claiming the ordinance a historical turning point for the minority welfare, Telangana government has called it a step towards the minority communities’ economic independence.

Telangana Minority 1 Lakh Scheme 2023
On July 23, 2023, the Telangana Chief Minister made a decision to the effect and thereafter, the State Government issued rules regarding distribution of financial aid to minorities. Immediately, instructions are clearly laid for choosing beneficiaries under the Telangana Minority 1 Lakh Scheme.
To implement the economic support program, the Minorities Welfare Department issued a Government Order. The GO clearly states that the applications that were submitted during the fiscal year 2022-23 but are still awaiting approval will be given priorities in 2023-24 for the approval of 100% direct financial subsidies of Rs. 1 lakh for eligible candidates. The subsidies will be granted through Telangana State Minorities Finance Corporation.
The State Government is preparing to implement the second phase of its 100% subsidized loan program for minorities. According to reports by the representatives of the Minority Welfare Department, the Telangana Minority Finance Corporation is going to provide financial assistance of Rs. 1 lakh to each of the 14, 300 applicants.
The government has already set aside Rs 153 crore for the second phase of the program and also instructed District Collectors and District Minority Welfare Officers to ensure successful implementation of the program.
According to the officials, effective implementation of the first phase of minority subsidy program has paved a way for the preparation of the second phase.
On August 19, Rs 1 Lakh was provided to each of the 10, 000 people from minority communities. The first phase of 100% subsidized program cost the Government Rs. 100 crore. A total of 120 qualified members from the minority communities are getting subsidies through this government scheme.
The Telangana government instructed staff to start providing financial support from August 16 after launching the Rs 1 lakh financial aid program for ‘eligible’ minorities. On top of allocation of Rs 270 crore, Telangana’s finance minister T Harish Rao has given an order of releasing additional 130 crore. Therefore, the final figure will amount to Rs 400 crore. Selection and distribution of subsides, as per the minister’s order, will be based on the proportion of population in each constituency.

Eligibility Criteria for Telangana Minority 1 Lakh Scheme 2023
Those, who want to apply for Telangana Minority 1 Lakh Scheme 2023, must meet the eligibility criteria mentioned below:
Ø Christian applicants will have to submit new applications to qualify for the subsidies provided through the Telangana State Christian Minorities Finance Corporation’s financial support program.
Ø One member from each family will receive the financial aid.
Ø As of June 2, 2023, the upper age limit for receiving the grant under the scheme is 55 years and the minimum age should be 21 years.
Ø In urban areas, the applicant’s annual income must not exceed Rs 2, 00,00.
Ø In rural areas, the applicant’s annual income must not exceed Rs 1, 50, 000.
Telangana Minority 1 Lakh Scheme 2023: Necessary Guidelines
The Telangana government announced initiating a program for the sake of providing financial subsidies to the eligible candidates from the minority communities. The administration also published a Government Order highlighting the important guidelines. These guidelines are as follows:
Applications for 100% direct financial subsidies of Rs 1 lakh for every eligible beneficiary were submitted via the Online Beneficiary Management and Monitoring System (OBMMS) portal during the fiscal year 2022–23. However, these are still pending and the Telangana State Minorities Finance Corporation (TSMFC) will consider these pending applications during the fiscal year 2023-24 for approval.
Fresh applications from Christians will be requested for the selection of Christian candidates to receive financial aid of Rs 1 lakh. The 100% direct subsidy will be carried through the TSMFC for fund distribution.
Only one member from each family will get the grant.
As of June 2, 2023, the upper age limit for the applicants is 55 years and the lower age is 21 years.
The applicant’s yearly income cannot exceed Rs 2 lakh in urban areas and Rs, 1, 50, 000 lakh in rural areas.
The District Level Monitoring Committee/District Level Screening Committee, chaired by the District Collector, will take care of the selection process.
Under the scheme, the District Collector must receive the District in-charge Minister’s permission on behalf of the entire District.
The TSMFC web portal must provide the selection list of all phases. The subsidy, as a one-time grant, will be made available.
The vice chairman and managing director of Telangana State Minorities Finance Corporation in Hyderabad and the managing director of Telangana State Christian (Minorities) Finance Corporation in Hyderabad will take the apt additional actions in response.
In accordance with the Centre for Good Governance, the Management and Monitoring System for the online beneficiaries will include all of the aforementioned eligibility requirements.
