Child labour is a serious social problem that affects millions of children in India. According to the 2011 census, there are about 10.1 million child labourers in India, out of which 2.1 million are in Uttar Pradesh alone. These children are deprived of their basic rights to education, health, and dignity. They are forced to work in hazardous and exploitative conditions, such as factories, farms, mines, hotels, etc. They are exposed to physical, mental, and emotional abuse and violence. They are also vulnerable to various diseases, injuries, and accidents.
To address this issue and to protect the rights of child labourers, the government of Uttar Pradesh has launched a scheme called UP Bal Shramik Vidya Yojana. This scheme aims to provide financial assistance and educational support to the child labourers in the state. The scheme was launched by the Chief Minister of Uttar Pradesh, Yogi Adityanath, on 12th June 2020, on the occasion of World Day Against Child Labour.
The main objective of this scheme is to prevent children from working and to encourage them to pursue their education. The scheme also aims to improve the living conditions and the future prospects of the child labourers. The scheme is expected to benefit about 2000 children in the first phase.
Under this scheme, the government of Uttar Pradesh will provide a monthly allowance of Rs 1000 to the boys and Rs 1200 to the girls who are working as child labourers. The allowance will be given through direct bank transfer or post office account. The allowance will be given for a period of two years or till the completion of class 10th, whichever is earlier.
In addition to the monthly allowance, the government will also provide an annual assistance of Rs 6000 to the child labourers who are studying in class 8th, 9th, or 10th. The annual assistance will be given for buying books, stationery, uniforms, shoes, etc. The annual assistance will be given through direct bank transfer or post office account.
To avail the benefits of this scheme, the child labourers have to register themselves online through the official website of UP Bal Shramik Vidya Yojana. The registration process is simple and easy. The child labourers have to fill an online application form with their personal details, educational details, work details, bank account details, etc. They also have to upload their scanned photograph, signature, and other documents as per specifications.
The eligibility criteria for this scheme are as follows:
- The child labourer must be a resident of Uttar Pradesh.
- The child labourer must be between 8 to 18 years of age.
- The child labourer must have passed class 10th or equivalent from a recognized board or university.
- The child labourer must have a valid driving license (for some posts).
- The child labourer must have basic computer knowledge and a certificate from a recognized institute (for some posts).

The steps to apply for the scheme are given below. After the release of notification, we will make necessary changes in the application process, if required.
- According to the Government of Uttar Pradesh, working children will be identified by survey/inspection of children by the officials of Labor Department, Gram Panchayats, Executive Officers of local bodies, Childline or School Management Committee.
- If either the mother or the father or both are suffering from a terminal illness, their children can be selected. For this, a certificate issued by the Chief Medical Officer/Medical Officer in respect of serious incurable disease has to be given.
- The list of Socio-Economic Caste Census under 2011 Census will be used for selection of landless households and women headed households.
- After approval of the selection of each beneficiary, it will be uploaded on the e-tracking system. The child will be selected only after uploading all the information online.
- As soon as the child is selected, he/she will be given an enrollment number and a bank account number or post office account number.
- The child will have to fill an online application form with his/her personal details, educational details, work details, bank account details, etc. He/she will also have to upload his/her scanned photograph, signature, and other documents as per specifications.
- The child will have to pay an application fee of Rs 100 (for General/OBC/EWS male candidates) or no fee (for SC/ST/PWD/Female candidates) through online mode or offline mode.
- The child will have to submit his/her online application form and take a printout for future reference.
